I am having the same issue. Until you replace the AC/DC adapter by a new Dell one you can bypass the CPU speed limitation by disabling SpeedStep at BIOS. Strike F3 key ( before F1 or F2 key) if you don't want to see power warning messages again. Right now, my laptop is working ok, but still the problem with charging is remaining. Check This Out
