I checked the apache error logs in /usr/local/apache/logs/error_log and saw the below error.[[email protected] ~]# tail -f /usr/local/apache/logs/error_log [Fri Oct 10 01:32:40 2014] [error] (17)File exists: Cannot create SSLMutex with file `/usr/local/apache/logs/ssl_mutex' Configuration Thank you for reporting the bug, which will now be closed. It is a shell script that transparently wraps the apache2 command.
Anyway, thanx very much for your help Harri Information forwarded to [email protected], Debian Apache Maintainers

Stopping httpd: [FAILED] Starting httpd: httpd: Syntax error on line 24 of /etc/httpd/conf/httpd.conf: Sy ntax error on line 1 of /etc/httpd/conf/extra/httpd-phpmodules.conf: API module structure 'suphp_module' in file /usr/lib/apache/mod_suphp.so is garbled - Problem: apache2 fails to start with Cannot create SSLMutex with file `/var/run/apache2/ssl_mutex' /var/run/apache2/ doesn't exist. The startup script just reports "FAILED". http://knowaretech.com/apache-cannot/apache-cannot-map-get-http-1-1-to-file.html I am pretty sure the admin how ran into the bug used the OCF script instead of the init.d to try to match what "heartbeat" is doing.
