Perform a Clean install of QuickBooks. If the file still cannot be opened, it is likely that the file is damaged. The UAC prompts are a good hint of that.One of the tools I use has instructions for installation and use. To solve this I changed the attributes of the file to "Hidden" then hit F5 to refresh the page and all of a sudden I could delete it.
Then I realized why - it was a folder and I needed to do the same thing with the rmdir command. After trying a hundred things, that "\\?\" thing was just the ticket. I tried ALL the other things, and this is the only method that did it. Yeah, maybe installing a backup utility is a little more than you want to do, but it only takes a few minutes and it was soooooo worth the time. cd to the directory with the bad file2.
Without write permission, error reports can't be written.
